The manual emphasizes that extensive research reveals that certain people and places experience repeated incidents of crime. Analyses of the British Crime Survey have estimated that 4 percent of victims account for 38-44 percent of all crime reported to the survey. Patterns of repeat victimization occur for both personal and property crime. The text explains how to identify levels of repeat victimization, discusses how to establish an organizational framework for addressing repeat victimization, and suggests ways to develop and sustain an effective response to victims, and offers ideas for evaluating the effectiveness of services.
