This document presents the transcript of the first hearing by the President's Commission on Organized Crime, which was established in July 1983 to analyze organized crime nationally and regionally, to define the nature of both traditional and emerging organized crime groups, and to examine Federal laws and law enforcement efforts.
Abstract
The first hearing received information to provide a context for the Commission's work and to aid Commissioners in selecting priority areas for the Commission's investigation. Attorney General William French Smith, FBI Director William H. Webster, and Drug Enforcement Administration Administrator Francis M. Mullen described the principal tools that Federal law enforcement agencies have determined to be most useful for investigating and prosecuting organized crime. They also mentioned topics that they recommended for close scrutiny by the Commission. In addition, FBI New York Office Coordinating Supervisor James M. Kossler describes some practical problems that Federal agents in the New York area have encountered in investigating organized crime.
