During the year a total of 211,600 sanctions were given; these included 17,100 for crimes and 194,500 for misdemeanors. These numbers amounted to a rate of 60 sanctions per 1,000 residents ages 15 years or older. The number of misdemeanors declined 6 percent from the previous year. Eighty-eight percent of the misdemeanors were traffic offenses. Thirty-four percent of the criminal sanctions were sentences of unconditional imprisonment, 26 percent were sentences of conditional imprisonment, 34 percent were fines, and 5 percent were community services. Fifty-five percent of the prison sentences were for 3 months or less. The average term of punishment for cases of murder, serious drug law offenses, aggravated robbery, and rape was 8 years and 11 months. Twenty-eight percent of the criminal sanctions concerned cases in which larceny was the main crime, 19 percent concerned drug law offenses, 17 percent involved violent crimes, and 2 percent involved sex offenses. Forty-five percent of the sanctions concerned persons ages 20-29, 18 percent concerned persons under age 20, and 36 percent concerned persons 30 years old and older.
