A total of 23,600 complaint cases were received by the police in England and Wales between April 1995 and March 1996, 5 percent less than in the previous calendar year, and 63,500 commendations were received by the police in the 12 months prior to March 1996, more than 2.5 times the number of complaint cases.
Abstract
Of the 23,600 complaint cases, 749 were substantiated, 6 percent less than in the previous calendar year. More than half of these complaint cases involved failure of duty and nearly 25 percent involved oppressive behavior; 33 percent of complaint cases were informally resolved and a further 43 percent were withdrawn. Disciplinary charges were proved against 410 police officers, resulting in 98 police officers dismissed or required to resign.
