This report contains an analysis of the drug control situation worldwide.
Abstract
The report is divided into three sections: Overview, Operation of the International Drug Control System, and Analysis of the World Situation. The first section discusses the importance of demand reduction; the impact of corruption on drug control systems; and prevention of money laundering. Section two examines narcotic drugs, psychotropic substances, and substances frequently used in their illicit manufacture. The third section reviews the drug situation in Africa, America, Asia, Europe, and Oceania. During the last two decades, the world has witnessed the globalization of the drug abuse problem and the situation has worsened drastically; the economic power and political influence of drug cartels are rising. More governments are beginning to realize that international cooperation in drug control, which in the past was an expression of solidarity, has become a matter of urgent self-defense. Increasing numbers of countries are becoming parties to the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 and are committed to its compulsory application.
