This is an interim evaluation of the Tempe Police Department's (Arizona) efforts to implement its Innovative Neighborhood Oriented Policing (INOP) project.
Abstract
This report covers the project through Phase I, which was completed on April 30, 1992, and through October 30, 1992. The two broad objectives of the INOP are to develop and demonstrate innovative community policing programs that target drug demand reduction at the neighborhood level and to deliver neighborhood- level public safety through "co-production" partnerships among the Tempe Police Department and target neighborhood associations, businesses, schools, and other city agencies. This report profiles project objectives and tasks as well as project processes and activities. The latter encompass project organization and management, project planning, beat 16 project team staff selection, training, project resources, implementation schedule, and community policing activities. The efforts of the Tempe Police Department in the aforementioned areas and tasks are described and assessed in this report. Recommendations are offered for improving project implementation in each area. Appended survey instruments and findings
