This notebook is designed to assist new TASC (Treatment Alternatives to Street Crime) programs in the implementation process.
Abstract
After reviewing the history of TASC, the notebook profiles the organization and activities of the National Association of State Alcohol and Drug Abuse Directors, one of the compilers of this notebook. This is followed by a description of the TASC program operated by the Cincinnati Department of Health, North Central District, a program that began in December 1973. A section of the notebook then discusses the importance of and procedures for confidentiality in program design. This is followed by instruction in client identification and screening, whose purpose is to identify substance abusers entering the criminal justice system, inform them of the TASC program's benefits and requirements, and tentatively determine eligibility. Screening determines who is eligible of those who volunteer for TASC participation, provides relevant information to the judge or others in the decisionmaking process, and facilitates the individual's release from custody for referral to treatment. Other program activities discussed are assessment and referral, monitoring, information system, grant and fiscal management, program development, working with juveniles, working with alcohol abusers, and reporting to the Law Enforcement Assistance Administration. A list of resources and a national TASC directory are provided.
