This article reviews resolutions and policies discussed, confirmed, or reaffirmed by the American Correctional Association (ACA) Board of Governors during the 126th Congress of Correction, held in Nashville, TN, August 18-22, 1996.
Abstract
Resolutions adopted by the Board, included in this article, concern frivolous inmate litigation and excessive phone tariffs. The Board of Governors and Delegate Assembly reaffirmed, without changes, policies on correctional health care, offender education and training, special needs offenders, and violence reduction. The article contains the text of a new policy, entitled "At-Risk Children, Youth and Families," for input from ACA members. Two policies ("Community Corrections" and "Victims of Crime") which had already been reviewed by the Resolution and Policy Development Advisory Committee prior to the Congress, are also included in the article for member input. The community corrections policy description includes discussion intended to clarify for the general reader the correctional issues addressed in the policy.
