The Fifth European Colloquium on Criminal Policy and Research was held in September 1996 and focused on crime trends and crime control policies in Western, Central, and Eastern Europe.
Abstract
The meeting was organized by the Institute of Criminology and the Faculty of Law of the University of Bled, Slovenia, together with the Max Planck Institute for Foreign and International Criminal Law, Freiburg im Breisgau, Germany. Financial support came from the Volkswagen Foundation of Hannover. The opening speaker noted that the emergence of a borderless Europe requires a European perspective on crime and crime policy. Presentations on crime trends noted that the steep increase in reported crime in Western Europe during the post-war period leveled off in most countries during the 1980's and early 1990's. They also noted that the sharp recent increases in total reported crime in Central and Eastern Europe may result from the artificially low level of crime noted in the statistics before the recent political transitions and from an increased willingness to report crime. Additional presentations and discussions focused on organized crime and transnational crime in Europe, issues related to the development of European crime control policies, European cooperation in criminal justice, and the roles of punishment and rehabilitation in corrections policies.
