This manual contains information pertinent to the White House Rose Garden Ceremony that will commemorate the annual observance of Nation Crime Victims Rights Week on April 25, 1994.
Abstract
At the ceremony the President and the Attorney General will preside, and the President will present plaques to the 1994 recipients of the Department of Justice Victim Service Award. This manual contains "talking points" for the President at the awards ceremony, followed by a review of the history of the victims' rights movement, with attention to action at the Federal level. One section of the manual profiles the activities of the Federal Crime Victims Division in the Office for Victims of Crime. This division administers funds to enhance the provision of services to victims of Federal crime. Victim compensation and assistance program accomplishments under the Victims of Crime Act of 1984 are described, followed by a description of the efforts of the Special Projects Division of the Office of Victims of Crime. This division serves many constituent groups, including crime victims and their advocates, the criminal justice system, victim service providers and allied professionals, and the general public. An overview of National Crime Victims' Rights Week for 1994 describes the selection process for 1994 award winners; biographies of 1994 award winners are included. Remaining sections of the manual outline Federal victim-witness legislation: Victims of Crime Act, Victim and Witness Protection Act of 1982, and the Crime Control Act of 1990. A Crime Victims' Bill of Rights is presented, along with Attorney General guidelines for victim and witness assistance.
