The Federal Omnibus Spending Bill enacted in April 1996 includes funds for a variety of programs of the Department of Justice.
Abstract
The bill includes $475 million for the Edward Byrne Memorial State and Local Law Enforcement Assistance formula grant programs administered by the Bureau of Justice Assistance (BJA), $1.4 billion for the COPS program, $503 million for a new Local Law Enforcement Block Grant Program, and $617 million for prison construction grants. It also includes $500 million for the reimbursement to States for the incarceration of criminal aliens, $144 million for programs administered by the Office of Juvenile Justice and Delinquency Prevention, and $60 million for the Byrne discretionary program. Local governments apply directly to the BJA director for their portion of the Local Law Enforcement Block Grant funds set aside for their State. The funds can be used for additional police and support personnel, equipment and technology, enhancing school security, establishing drug courts, and other purposes. The COPS program will fund additional police. However, decreases from anticipated levels and other restrictions have created some unintended consequences and uncertainty about whether equipment grants can still be provided.
