This report presents a strategic framework that includes a mission statement, guiding principles, and policy issues to address in relation to drug abusing offenders in Michigan.
Abstract
The discussion notes that 60-80 percent of adults under the supervision of the criminal justice system in 1991 have admitted to regular use or problems with alcohol or drug abuse. It also notes that incarceration of nonviolent offenders who are drug dependent will not result in the most cost-effective criminal justice system. However, significant numbers of drug-abusing offenders lack access to treatment. The proposed strategic framework recommends developing specific, comprehensive, and collaborative efforts to deal with the multiple problems of the drug abusing offender. The 10 policy issues include making drug treatment services available to all offender populations, developing policies that support shared goals and priorities, giving justice case managers and agents access to initial screening instruments, and including behavioral and accountability goals in court-approved supervision plans.
