Information was collected by means of a literature review, site visits to two city jails and State prisons in nine States. The analysis focused on correctional education programs related to AIDS prevention, methods of inmate health care delivery, housing systems for inmates who were HIV-positive, the relationship of HIV status to access to inmate programs, links with the community, and the policy on HIV testing. Findings supported several recommendations for the Prison Service of England and Wales. Recommended actions include establishing a clear policy and a multidisciplinary committee to address HIV disease, annual training for inmates and correctional personnel, integrated housing and programming, a blind seroprevalence study with a true random sample to determine the extent of HIV disease among inmates, the availability of voluntary testing for all inmates, and inmate drug treatment upon request.
