This documents contains Nebraska's strategic plans for coping with the problems of drugs and violent crime during the years from 1997 to 2000.
Abstract
The report includes a description of how Nebraska developed and coordinated the State's strategy; and a statement of the problem, including needed resources and a special section on a Criminal Records Improvement Plan. Priority issues include: (1) addressing the increase in the use, distribution and trafficking of illegal drugs; (2) addressing the increased number of juveniles involved in criminal activity; and (3) addressing the issue of violence. Some of the program responses involve: multijurisdictional task forces, specialized training for law enforcement personnel, improving the court process, changes in the treatment of juvenile offenders, drug demand reduction programs, and alternatives to incarceration. The Nebraska Crime Commission uses a competitive grant process to determine funding for each program. The Commission will continue its policy of using an outside consultant to evaluate specific projects. Tables, appendix
