This is a status report on Colombia's "war" on illegal drugs during 1997, with attention to the major actions undertaken and the results they have achieved.
Abstract
Colombia's comprehensive strategy for countering drug trafficking involves strengthening the justice system, the control and interdiction of drug smuggling, alternative economic development for areas that now rely on illegal crops, prevention and rehabilitation, and international cooperation. The report provides data on activities pertinent to controlling the trafficking and diversion of substances, materials, and equipment used in drug production. These include substances of general industrial use and substances used by the pharmaceutical industry. Also provided in the report is information and data on the eradication of illegal crops, the effectiveness of efforts to develop economic alternatives for regions dependent on income from illegal crops, the dismantling of the drug production and transport infrastructure, and the control of distribution channels. Other sections of the report address the control of money-laundering activities, the control of the trafficking of arms and ammunition, reduction in demand, and the legal and judicial aspects of the "war" on drugs. Action in international forums is also reviewed.
