In April 1989, judicial branch leaders of the nine most populous States met in Philadelphia to discuss the increased number of drug cases and to plan an effective State court response to the drug crisis.
Abstract
Papers resulted from the conference that focus on drug issues affecting State judicial systems and on effective State programs for the comprehensive adjudication of drug cases. Papers span the criminal justice system process from pretrial to community involvement. Specific subjects include the Bureau of Justice Assistance's Block Grant Program and how courts can get their fair share, drug case management during the pretrial phase, improved caseflow management without additional resources, indigent defense and the war on drugs, intermediate punishment options for drug arrestees, alternatives to traditional corrections, and public/community involvement. All papers emphasize the need for cooperation between courts and other levels and branches of government in order to effectively dispose of drug cases. Footnotes
