The Los Angeles Police Department's Operation ABC is a comprehensive enforcement and prevention effort designed to reduce ABC violations and alcohol-related problems in targeted geographic areas.
Abstract
The program has four goals: fast-track enforcement action against disorderly ABC-licensed premises, improved ABC problem tracking and case management, provision of educational and prevention seminars for ABC licensees and their employees, and increased community involvement and empowerment in the ABC licensing and conditional use permit/zoning process. To date, Operation ABC has been successful, both operationally and perceptually, through its proactive use of political and community support, various media outlets, the education prevention process, the implementation of legal abatement processes, and the innovative and cost-conscious deployment of multiagency task force operations to enforce statutory mandates and ensure uniformity and compliance among alcoholic beverage retailers. The key to the program's success has been its ability to coordinate all elements into a collaborative team effort aimed at first preventing and then eradicating problems through a myriad of appropriate enforcement means. The program has contributed to a reported reduction in the total number of crimes, calls for police service, and serious and fatal traffic collisions experienced in one of the target areas.
