These drug testing guidelines were developed to help States implement requirements of drug testing, sanctions, and treatment components of the Violent Offender Incarceration and Truth in Sentencing Program (VOI/TIS) and obtain Federal grant funding.
Abstract
To comply with the VOI/TIS, States must have implemented a program of controlled drug testing, sanctions, and intervention with clearly articulated policies and procedures. The target population to be tested and the scope of the drug-testing program must be defined. In addition, various types of interventions must be specified, along with criteria for referral to each intervention. The guidelines describe the statutory requirement for drug testing, sanctions, and treatment; implementation requirements; and resources available to assist States in the development of effective drug testing, sanctioning, and intervention programs. A drug-testing checklist, answers to frequently asked questions about drug testing, and sample State policy and procedure language are provided.
