A futures study examined strategies for handling Special Weapons and Tactics (SWAT) situations in Ventura County (Calif.) during the next 10 years.
Abstract
The discussion noted that the county has experienced a rapid increase in high-risk situations involving SWAT teams and that this trend is likely to continue. A panel of experts projected an increase in violent crimes, increasing violence of criminal gangs, an increasing number of high-risk situations involving repeat offenders who are aware of the Three Strikes law, increased education and involvement by political leaders, and financial constraints. Findings from this panel and additional research indicated the need for police administrators to have appropriate tactical options for SWAT situations. One of these tactical options is based on the concept of regionalization. The formation of regional multi-use tactical units will save money and have a minimal impact on staffing. This approach and advances in communications and less-than-lethal technology will change law enforcement's approach to SWAT situations over the next 10 years. Nevertheless, policy officials and professionals who seek acceptance of these approaches will need leadership and communication skills, as well as the ability to develop collaborations.
