The data show 931,470 actual crimes of all types were reported to the UCR program by Pennsylvania law enforcement agencies in 1996. This total represented a rate of 7,716 crimes per 100,000 estimated population, a decrease of 0.4 percent from the 1995 total of 927,601 actual crimes. A total of 382,955 index offenses were reported and confirmed by Pennsylvania police after investigation. Index offenses included murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson. The index crime rate in 1996 was 3,172.3 per 100,000 population. Part II offenses were reported with a rate of 4,543.5 per 100,000 population, a decrease of 0.03 percent from the 548,650 Part II offenses reported in 1995. Part II offenses included other assaults, forgery and counterfeiting, fraud, embezzlement, stolen property, vandalism, weapons, prostitution, other sex offenses, drug abuse violations, gambling, offenses against the family, driving under the influence, liquor law violations, drunkenness, disorderly conduct, and vagrancy. In 1996, 45.8 percent of all offenses were cleared, 24.4 percent of index crimes and 60.7 percent of Part II offenses.
