The data are based on monthly reports provided by each police agency in the State to the California Department of Justice (DOJ), following a two-tier review of possible bias-motivated incidents at the local level and a further review by at least two members of the DOJ's bias-motivated crime unit. The analysis revealed that DOJ received reports detailing 1,754 hate crime events in 1995. These events included, 1,965 offenses, 2,626 victims, and 2,225 known suspects. A total of 69.3 percent of the events occurred because of the race/ethnicity of the victim. A total of 12.5 percent were motivated by the victim's religion, 18.1 percent by the victim's sexual orientation, and 0.2 percent by the victim's physical or mental disability. Violent crimes accounted for 78.2 percent of known offenses. Thirty-five percent of the hate crimes occurred at a residence or the victim's home.
