This report recommends improvements for the Texas Criminal Justice Information System.
Abstract
The report discusses issues affecting the Texas Department of Public Safety (DPS), including reporting data to the Criminal Justice Information System (CJIS), missing CJIS data, identifying felons, and technical changes to improve the overall operation of the CJIS. Issues affecting the Texas Department of Criminal Justice (TDCJ) include corrections agencies not receiving SID or Tracking Numbers (TRN). The report recommends that DPS should: (1) identify all DPS criminal justice related requirements placed on local jurisdictions and convert appropriate ones to electronic reporting; (2) inform key officials in local jurisdictions of electronic reporting opportunities; (3) report periodically on compliance with reporting requirements and the error rate in data submitted by each local reporting jurisdiction; and (4) create a new convicted felon flag in the Computerized Criminal History record of each convicted felon to meet FBI voluntary reporting standards and to expedite the use of Texas records for Brady checks. The report includes 12 recommendations for technical changes to the CJIS and six recommendations for change to the TDCJ.
