This plan presents the goals and broad policy directions for the California judicial system, together with the action plan for the Administrative Office of the Courts Advisory Committee for implementation in fiscal year 1998-99.
Abstract
The plan guides the priorities and the work of the Judicial Council; its advisory committees; the trial and appellate courts; and its staff agency, the Administrative Office of the Courts. The plan sets five goals for the judicial branch: (1) access, fairness, and diversity; (2) independence and accountability; (3) modernization; (4) quality of justice and service to the public; and (5) education. The Judicial Council has identified the basic issues currently facing the California courts as the role of courts in society, governance, independence and accountability, and interactions with the public. The broad themes of the strategic plan include broad access to the judicial system, fairness in all aspects of the administration of justice, and coordinated use of judicial and administrative court resources for effective and efficient court operations. Additional themes include a coordinated approach to the use of technology throughout the justice system, effective public service and community outreach efforts, and adequate funding for the judicial system.
