The Goodwill Games were scheduled in July 1998 in Long Island and New York City, and the Nassau County Police Department was responsible for coordinating the activities of a large number of local, State, and Federal agencies in providing security for the games.
Abstract
The police had to develop a functional communications network that would bring together local police and fire departments, the New York State Police, and Federal agencies such as the Federal Bureau of Investigation and the Immigration and Naturalization Service. A major obstacle to be overcome was that the New York area has a congested spectrum for radio frequencies. A communications plan was designed that included tactical, administrative, and local channels. A central command post was established for handling emergency calls and dispatching police personnel. A 65-member special police squad was responsible for tactical security, additional special training in tactical procedures and firearms was provided to the squad, and members were equipped with robots and search and protective gear. In addition, explosives detection dogs were an important part of security operations. The security plan for the games also involved traffic control, dignitary protection, and intelligence collection. 5 photographs
