The systems model presented in this report is intended to create a system in which Texas corrections decision makers use quality information with a high level of integrity to respond to policy initiatives.
Abstract
Part I of the report defines the proposed performance review system and briefly identifies areas that should be addressed to strengthen the existing infrastructure upon which future evaluations will be based. Part II of the report summarizes current program operations for the six areas to be evaluated. The six program areas are boot camps, education, employment, sex offender supervision and treatment, State jails, and substance abuse. Programming review objectives and recommended performance measures that will provide structure for future evaluation efforts are identified for each program area. Before an effective performance review system is implemented, it is necessary to assess the management information support systems. Based on the review of existing systems, this report presents recommendations; first, direct a massive clean-up of existing records on offenders currently within the system; second, adopt program-specific performance measures that cross divisional lines; third, develop policies and procedures for data input and report; and fourth, develop strong quality-control measures regarding the management of data.
