This document reviews different perspectives on youth services and describes selected Family and Youth Services Bureau (FYSB) programs.
Abstract
The first section of the report, "Perspectives on the Past, Present and Future in Serving Youth in At-Risk Circumstances," offers background on the evolution of Federal policy regarding runaway and homeless youth, the circumstances of youth on the street, and FYSB's youth development approach. The second part, "Profiles of Selected FYSB Programs," describes the designs and outcomes of two FYSB-funded Research and Demonstration projects and FSYB's Transitional Living Program, Community Schools Youth Services and Supervision Grant Program and Street Outreach Program. The third part, "Critical Issues in Changing Times," includes articles addressing key issues and opportunities affecting services to young people in the 1990s: responding to the new managed care environment, marketing youth service programs in an age of greater accountability and fewer resources, and working with the media to promote improvements in youth policy.
