This report gives an overview of problem-oriented policing in the United Kingdom, some of which is in its early stages. It also reports on a demonstration project which got under way in part of the Leicestershire Constabulary in late 1995. The report defines problem-oriented policing (POP) and describes its use in terms of geographical spread, lifespan, range of problems tackled, organizational structure, involving the community in identifying problems and formulating responses, and evaluating POP initiatives. Examination of the implementation of POP in the Leicestershire Constabulary includes reasons for the choice of that area, organizational arrangements, training, information technology and examples of POP in practice. Conceptual tools to aid POP included SARA (Scanning, Analysis, Response and Assessment) and PAT, the problem analysis triangle (features of caller/victim, features of offender/source of problem and features of location).
