The 1997 annual report of the Hong Kong Correctional Services Department (CSD) outlines the CSD's mission and describes the year's accomplishments.
Abstract
The CSD's mission is twofold, to detain persons committed to custody in a safe and secure manner that is compatible with human dignity and to provide the best possible opportunity for inmates to make a new start in life by offering comprehensive rehabilitation programs. In 1997, the penal population of the CSD remained high and averaged 15 percent over the certified accommodation. The overcrowding problem was particularly acute in institutions for women. The CSD operates 23 penal institutions consisting of 13 prisons, 2 training centers, 2 drug addiction treatment centers, 1 detention center, 1 psychiatric center, and 4 institutions with multiple roles. The annual report provides statistics on adult male and female prisoners, young male and female prisoners and includes information on the treatment of prisoners, training and detention centers, drug addiction treatment centers, young offender assessment, medical and health services, and psychological services. The annual report also covers aftercare supervision, halfway house programs, welfare services, sentence planning for prisoners, management of and services for Vietnamese migrants, CSD personnel and training, and several CSD divisions (Inspectorate and Management Services, Administration, and Correctional Services Industries).
