The guidelines are based on the efforts of the Victim Support Racial Harassment Project, which operated in three London programs from 1988-90, and from discussions at a national seminar in 1992. The guidelines are intended for use in areas where racial harassment is a significant problem and in areas where racial harassment is less obvious. They are intended for application in relation to a variety of crimes or incidents in which the offender has a racial motivation; these include personal abuse, threatening behavior, graffiti, property damage, physical attacks, arson, and murder. The guidelines cover the developmental work and practical aspects of planning services for victims of racial harassment, as well as volunteer training, support, and supervision. The test emphasizes the need for local governments and police agencies to be centrally involved in developing and providing victim services.
