Based on best policies, procedures, practices, and materials currently being used to address bias crimes, this second volume of a four-volume curriculum is designed to train detectives and investigators in their responsibilities in responding to hate crimes.
Abstract
The curriculum was developed to address the range of issues relevant to bias crimes: deterrence and prevention; the needs of victims and communities; and investigation, reporting, and prosecution of these crimes in the criminal justice system. The curriculum was developed in a modular format to enable local jurisdictions to adapt and customize their own training based on their own needs and time constraints. The curriculum follows a deliberate sequence to build progressive skills among participants. The first session is an introduction to and an overview of bias crimes, followed by a session on the history and nature of bias crimes. Remaining sessions address the identification of the crime (bias crime indicators and offender typology); legal issues, legislation, and statutes; guidelines for an effective response; investigative strategies and collection and preservation of evidence; victim trauma; community strategies and relationships; and case studies. The format for each session consists of a session letter and title, time allotted, cases/videos, objectives, overview of session, terms used in the session, notes to the instructor, transparencies and handouts, and resources. Other information provided in this manual includes preparations for sponsoring and conducting the training, planning for individual sessions, and adapting the curriculum to meet local needs.
