One referral to the Texas Juvenile Probation Department occurred every 5.5 minutes in 1997 and included 1 referral for violent crime every hour, one property crime referral every 18.5 minutes, and one referral for another delinquent offense such as a drug law offense every 9.5 minutes. The Texas Juvenile Probation Commission believes that the most effective and efficient philosophy involves the provision of a continuum of care and supervision for each juvenile offender, as well as those at risk of becoming offenders, based on a balance among community protection, accountability, and rehabilitation. Activities during fiscal year 1998 included developing the programmatic requirements of progressive sanctions, creating case management standards, and creating standards for the operation of juvenile justice alternative education facilities. The Commission also made funds available to juvenile probation departments to help them expand the types of intervention programs offered to juveniles and their families.
