This report describes activities from July 1998 through June 1999 under a program administered by the Corrections Program Office of the Office of Justice Programs to assist States in holding violent offenders accountable by expanding prison space for such offenders and ensuring that they serve a substantial portion of their sentences.
Abstract
The Violent Offender Incarceration and Truth-in-Sentencing Incentive Grants Program was created under Title II, Subtitle A of the Violent Crime Control and Law Enforcement Act of 1994, as amended. This program and other changes in State sentencing and corrections policies have resulted in an increase of more than 100 percent in the total State prison population since 1985. The funds were used for adult and juvenile correctional facilities; local jail projects; privatization in corrections; drug testing, intervention, and sanctions; grants to Indian tribes to construct jails on tribal lands; and research, data collection, and technical assistance.
