Following a description of the Connecticut Uniform Crime Reports (UCR) program, an overall crime analysis for the State is presented. There were 123,988 index offenses reported in 1998, a decrease of 6,306 crimes (4.8 percent) from 1997. This is the lowest number of index offenses reported since the Connecticut UCR program began in 1977. The number of violent crimes (murder, rape, robbery, and aggravated assault) was 12,007, a 6.1-percent decrease from the 12,784 reported in 1997. In 1998 there was a decrease of 5,529 property crimes (burglary, larceny, and motor vehicle theft); this constituted a 4.7-percent decrease from 1997. The index crime rate was 3,787 offenses per 100,000 population in 1998, down from 3,984.5 in 1997. Law enforcement agencies cleared 20.1 percent of all reported index crimes. Almost half (49.6 percent) of violent offenses and 17.0 percent of property offenses were cleared. Burglary and motor vehicle theft had the lowest 1998 clearance rates (12.1 percent and 12.4 percent, respectively). There were no law enforcement officers killed by a felonious act in 1998, and one was killed through an accident or negligence. There were 372 assaults on law enforcement officers that resulted in injuries and 360 assaults that did not result in injuries.
