This addendum to the report on the sixth session of the United Nations Ad Hoc Committee on the Elaboration of a Convention Against Transnational Organized Crime (December 6-17, 1999) encompasses proposals and contributions received from the governments of China, the Holy See, India, Mexico, and the Syrian Arab Republic.
Abstract
China proposes that Article 13 be replaced with the following: article title, "Cooperation with Non-States Parties"; and first statement, "This Protocol encourages States Parties to cooperate with non-States Parties on the basis of equality and reciprocity for the purpose of this Protocol." The Holy See proposes additional subparagraphs in Article 12, which pertains to the "prevention of trafficking in persons." Among the proposed subparagraphs are encouragement of the mass media to fight against the reification of women and children, the marginalization of women, and the social stigmatization of victims of trafficking; encouragement of education efforts by families and by schools and other education institutions concerning human rights and values linked to the fight against trafficking in persons, and the development and use of strategies in economically and socially depressed areas, making use of the human resources of local communities. India proposes changes in the wording in Article 13, "Cooperation with non-States Parties," and in Article 15, "Savings clause." Mexico suggests changes in Article 8, "Law enforcement measures"; Article 9, "Border controls"; Article 10, "Security of travel documents"; and Article 11, " Verification of documents." The Syrian Arab Republic proposes changes in the wording of Articles, 8, 9, 12, 13, and 18, which pertain respectively to "law enforcement measures," "border controls," "prevention of trafficking in persons," "cooperation with non-States Parties," and "entry into force."
