The DOC implemented a "zero tolerance" policy regarding drug use by both employees and inmates. A drug interdiction plan was installed for employees and inmates that includes drug orientation, drug interdiction, random drug testing, and drug treatment. All inmates were tested for HIV to identify those who tested positive, to provide early health care, and promote the best interest of good public health. To streamline the delivery of services to the inmate population, the DOC designated special missions for some of its institutions. The increasing needs of the inmate population, especially in the areas of medical and mental health care and young offenders necessitated this action. A section of this report entitled "The Year in Review" summarizes the achievements of each of the divisions of the DOC for the fiscal year 1998-99. Also reviewed are legislation enacted that affects the DOC operations, cooperative efforts with other agencies, operating expenditures, Federal grants, performance/efficiency measures, and employee information. Inmate information addresses such topics as population size costs, characteristics, admissions and releases, most serious offense, sentence length, age distribution, time served by released inmates, and death row statistics. Other information encompasses location of institutions and centers, prison security levels, institutional facts, organizational structure of DOC, and DOC functions.
