This report describes the major research, statistical, demonstration, training, technical assistance, and capacity-building programs that the U.S. Justice Department's Office of Justice Programs (OJP) plans to support in fiscal year 2000 (October 1, 1999 - September 30, 2000).
Abstract
OJP's overall fiscal year 2000 budget totals approximately $4.2 billion. The majority of these funds are awarded to States under OJP's formula and block grant programs. Of the remaining discretionary grant funds, a large portion is earmarked by the Congress for specific programs. These earmarks are noted in each chapter. The Program Plan is organized by topic or issue areas. Each chapter's overview provides a synopsis of the state of knowledge about that issue. The report sections describe the proposed OJP programs designed to test new approaches to addressing the issues, increase knowledge about what works, and close gaps in knowledge or practice. Programs that overlap issue areas are referenced in each appropriate chapter. The topics addressed in the grant offerings are empowering communities to address crime, breaking the cycle of substance abuse and crime, combating family violence, addressing youth crime, managing offenders, protecting and supporting crime victims, enhancing technology's use in addressing crime, enhancing law enforcement initiatives, countering terrorism and ensuring domestic preparedness, addressing crime and justice for American Indians and Alaska Natives, supporting innovation in adjudication, and supporting State and local efforts through technical assistance and training.
