After listing the items of a provisional agenda for the fifth session (October 4-15, 1999) of the United Nations Ad Hoc Committee on the Elaboration of a Convention Against Transnational Organized Crime, this paper presents summaries of what is to be covered in each agenda item.
Abstract
At its fourth session (June 28-July 9, 1999, in Vienna), the Ad Hoc Committee decided that its fifth session would focus on articles 4, 4 bis, 7, 7 bis, 7 ter, 10, 14, and 15-19 of the Draft of a Convention Against Transnational Organized Crime. These articles deal with money laundering, confiscation, extradition, mutual legal assistance, special investigative techniques, transfer of proceedings, establishment of criminal records, protection of witnesses and victims, and law enforcement cooperation. At its fourth session, the Ad Hoc Committee also decided that it would defer to its fifth session its consideration of paragraphs 14-22 of article 14, which pertain to mutual legal assistance, as well as its consideration of article 10, which focuses on extradition. Further, the Ad Hoc Committee decided to devote three days at its fifth session to consideration of the draft text of the additional international legal instrument against illicit manufacturing of and trafficking in firearms, their parts and components, and ammunition.
