The journal consists of eight articles. In the first article, Countries in Transition: Effects of Political, Social and Economic Change on Crime and Criminal Justice a brief overview of the Conference acknowledges the effects of political, social, and economic change in Eastern and Central Europe on crime and criminal justice, and provides a brief overview of the articles that follow. The second article, Introductory Statement, provides more detailed information on the Conference and explores the transition occurring in Eastern and Central Europe. The subsequent articles address major issues presented to the Conference. In Crime: Manifestations, Patterns and Trends of Crime “traditional” versus “new” crime, juvenile crime, fear of crime, a description and explanation of crime patterns and trends in Central and Eastern Europe are given. In Reforming Criminal Law, issues regarding amendments to legislation, discrepancies between legislation and practice, sentencing policies, and the influence of international standards are reviewed. In Police, the issues of police forces throughout Europe undergoing considerable change in regards to their self-perception, their relationship with the public, and the tasks they are required to carry out are emphasized. In East meets West, Aspects of Prosecution in Countries in Transition, an examination is conducted on the changing position and function of the prosecuting authorities. In Trial and Sentencing: Judicial Independence, Training and Appointment of Judges, Structure of Criminal Procedure, Sentencing Patterns, the Role of the Defense in the Countries in Transition, questions relating to the trial-stage of the criminal process are addressed, such as the independence of the judiciary, training and appointment of judges, structure of criminal procedure, sentencing patterns, and the role of the defense. In the last article, Countries in Transition: Effects of Political, Social and Economic Change on Crime and Criminal Justice–Sanctions and Their Implementation, the focus is on sanctions and their implementation. During a time of change, factors that determine crime policy and sanction systems are focused on heavily.
