Oregon's Index Crime Rate for 1999 was 511.2 crimes per 10,000 population, an 11.1-percent decrease from the rate of 575.3 for 1998. There were 165,981 arrests, excluding arrests for traffic crime, fish and game, and marine arrests. The total number of arrests decreased 3.3 percent. Crimes against persons decreased 4.8 percent from 1998 to 1999. Decreases were reported in willful homicide, negligent homicide, rape, kidnapping, robbery, aggravated assault, and simple assault. Increases were reported in other sex crimes. Crimes against property decreased 8.0 percent from 1998 to 1999. Decreases were reported in burglary, larceny, motor vehicle theft, arson, forgery/counterfeiting, stolen property offenses, and vandalism. Increases were reported in fraud and embezzlement. Behavioral crimes increased 0.4 percent from 1998 to 1999. Decreases were reported in weapons offenses, prostitution, gambling, offenses against family, disorderly conduct, "all other," curfew, and running away. Increases were reported in drug offenses, drunk driving offenses, and liquor law violations.
