This is a supplement to the United States Sentencing Commission 2000 Guidelines Manual.
Abstract
The guidelines covered unlawful distributing, importing, exporting, or possessing a listed chemical, promoting prostitution or prohibited sexual conduct, sexually exploiting a minor by production of sexually explicit visual or printed material, peonage, involuntary servitude, slave trade, and restitution. Additionally, the Commission amended Appendix A (Statutory Index) and promulgated a new guideline covering willful violations of the Migrant and Seasonal Agricultural Worker Protection Act. These amendments were in addition to an emergency amendment of December 2000 which covered unlawful manufacturing, importing, exporting, or trafficking of controlled substances and endangering human life while illegally manufacturing a controlled substance. This document supersedes the supplement that became effective on December 16, 2000 and, when used in conjunction with the 2000 Guidelines Manual, would constitute the operative Manual effective May 1, 2001. All amendments included in this document were made under "emergency amendment authority" without the congressional review procedures normally required for promulgation of guideline supplements.
