In developing solutions for CALEA, a law enforcement agency must first understand that J-STD-025, a standard that the telecommunications industry adopted for CALEA compliance, uses separate channels for call setup data and call content. It therefore requires distinctly different equipment to handle each channel and, ideally, protocols to recombine data and content on the collection end. What networking hardware, type of transmission lines, and networking protocols an agency uses depends on how the carrier's call data channel (CDC) works. The article discusses pen registers, wiretaps, collection solutions, court orders requiring a CDC network, and savings realized through use of CALEA methods. Formal classes and workshops on setting up CALEA surveillance are being established. Commercial equipment suppliers are working to bring together in a timely, cost-effective manner, equipment providers and system users to ensure that all personnel know what to do and have partners who will support them.
