Based on the Uniform Crime Reporting Program's monthly offense and arrest reports, this is a comprehensive report on the nature and extent of crime in Hawaii for 1999.
Abstract
In Hawaii, 95 percent of the Index Crimes in 1999 were property crimes, and only 5 percent were violent crimes. During the 10-year period of 1990-99, the resident population of Hawaii increased 7 percent, and the total number of reported Index Offenses decreased 15 percent, bringing the Index Crime rate in 1999 to its lowest point in the 25 years that statewide crime data have been collected. Index Crimes decreased 10 percent from 1998 to 1999. Robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson decreased, while murder and rape increased. Overall, violent offenses decreased 5.5 percent in 1999, yielding the lowest violent crime rate since 1985. Property crimes declined 10.1 percent in 1999. Reported Part II Offenses (less serious crimes) increased 4.4 percent in 1999. Despite the increase, however, the 1999 Part II Offense rate was the second lowest annual rate since 1986. Arrests for total Index Crimes were down 16.2 percent in 1999; for violent crimes, down 6.2 percent; and for property crimes, down 17.6 percent.
