This report chronicles the development, implementation, activities, and initiatives of the Institute for Public Safety Partnerships (IPSP) -- a Regional Community Policing Institute located at the Center for Research in Law and Justice at the University of Illinois at Chicago -- which provides training and technical assistance in areas that pertain to community-oriented policing.
Abstract
The explanation of IPSP's development covers the initial visions for community policing embraced by the 13 founding partners through new curriculum development, new initiatives from the U.S. Justice Department's Office of Community Oriented Policing Services, and new needs identified in the communities with whom IPSP has worked. This report explains IPSP's unique approach to community and self-evaluation as it describes what IPSP and its communities have done in a series of community training profiles; the IPSP community conferences; and IPSP special initiatives in such areas as domestic violence, ethics, police officer performance evaluation in the context of community policing, youth empowerment, and more. Drawing from the experiences of the communities served by IPSP in Illinois and other Midwest jurisdictions, as well as from IPSP's training sessions, professional development sessions, conferences, meetings, and research, this report offers some thoughts and suggestions regarding the future of community policing. It recommends sustaining community policing education and demonstration efforts, strengthening partnership and problem-solving capacities, and expanding the model to community and restorative justice. 28 references and appended IPSP list of staff and partners, IPSP founding National Advisory Board, Strategic Planning Committee, trainers, organization chart, and three-year budget summary
