This 2000 Annual Report of the Michigan Department of Corrections describes the Department's achievements for the year and the ongoing regular corrections services, together with 2000 corrections data and organizational structure.
Abstract
The overall goal of the Department of Corrections is to provide a cost-effective operation that manages convicted felons in a safe and humane manner. In the year 2000, the Department successfully converted Western Wayne Correctional Facility into a prison for female offenders and Crane Correctional Facility into a prison for male inmates. The development of innovative monitoring projects to enhance community safety has included STOP II, which has decreased the use of drugs among parolees, and the various Night Hawk programs, which pair police agencies with field agents in supervising parolees and probationers. The Michigan Prison Build Program, which helps provide low-income housing for families and prepares prisoners for successful reintegration, expanded in 2000 because of the efforts of employees. The moving of several thousand inmates between three institutions without problems, preparing several hundred employees to deal effectively with female prisoners through extensive training, job shadowing, and mentoring were other major accomplishments in 2000. The profiling of ongoing corrections services addresses community supervision, prison programs and services, substance abuse services, and personnel management. Data encompass the number of corrections facilities, inmate population size and characteristics, the number of parolees and probationers, the number in halfway houses, the number on electronic monitoring, and the total number of offenders under the supervision of the Department. The fiscal year 2000 budget is also provided.
