The Maryland Department of Juvenile Justice's Standards of Conduct are part of an essential effort to ensure that employees understand and comply with the rules and procedures within these standards. The Standards of Conduct were intended to ensure fairness and parity in the handling of disciplinary matters and the imposition and appeal of sanctions. The procedures and time frames were structured to protect the procedural rights of employees and the integrity of the Department's programs and facilities. The document is divided into seven sections that include: (1) definitions of terms used; (2) standards of conduct and performance; (3) attendance requirements; (4) disciplinary sanctions; (5) implementation of corrective and disciplinary sanctions; (6) appeals and grievances; and (7) investigations and child advocacy unit. The latter coordinates and supervises the investigation of suspected violations of certain rules, regulations, and criminal law. These Standards of Conduct help make sure that employees are informed about their responsibilities that include public safety, holding youth accountable, assisting in their competency and character development, providing care, custody and treatment to youth, complying with State and Federal laws, and operating its programs and facilities consistent with the management practices.
