The report presented statistics on State crime, as well as crime by County, Municipality, and reporting agency. It included clearance rates, arrests, law enforcement officers killed or assaulted, and law enforcement employee data. The statewide Uniform Crime Reporting (UCR) Program was initiated to report crime in Maryland to the National UCR program administered by the Federal Bureau of Investigation. The UCR Program collects information on crimes that were selected as an index to represent crime in the United States. The index crimes are murder, rape, robbery, aggravated assault, breaking or entering, larceny-theft, and motor vehicle theft. Data on arson, although it is not an index crime, are also collected. There were 186,077 index offenses reported in 1999 for Maryland, representing a 6 percent decrease compared to 1998 (excluding Baltimore City for both years). Baltimore City reported a total of 75,842 index offenses. Total arrests for 1999 were 311,513, a 2 percent decrease compared to 1998. There were no officers killed in the line of duty in 1999.
