This section of the "Strategic Planning Master Notebook" presents sample detention-screening/risk-assessment instruments for juveniles in various jurisdictions, along with an annotated bibliography on planning and implementing detention alternatives for juveniles.
Abstract
A copy of the detention screening instrument of the Cook County Juvenile Probation Department is provided. The instrument encompasses the following factors: most serious instant offense, prior court referrals, past findings of delinquency, current case status, petitions pending adjudication, under preadjudicatory order of home confinement, warrant cases, and violation of juvenile electronic monitoring. A decision scale is included. A decision making chart is provided to guide decisions on nonsecure custody options, and a chart describes components of Cook County's juvenile detention alternatives continuum, including data on each type of alternative. A copy of the Sacramento County (California) pretrial juvenile detention risk assessment instrument is presented, along with Broward County's (Florida) detention risk assessment instrument. Other risk-assessment instruments are provided from the Multnomah County Department of Juvenile Justice Services and the Alabama Detention Project. The annotated bibliography contains 13 entries.
