This is the 1999 Annual Report of the Virginia Juvenile Justice and Delinquency Prevention Advisory Committee.
Abstract
The Virginia Juvenile Justice and Delinquency Prevention (JJDP) Advisory Committee consists of individuals knowledgeable about the juvenile justice system; it includes representatives from State and local government and business organizations, and other citizens, including youth. It is responsible for reviewing the operation of the juvenile justice system, recommending needs and priorities for developing and improving the system, and advising the Governor on matters related to the Juvenile Justice and Delinquency Act. The Annual Report describes the Committee's funding priorities, grant programs, recent data patterns in juvenile justice (including long- and short-term patterns of delinquent behavior and drugs- and alcohol-related offenses), the disproportionate representation of minority youth in secure facilities, and requirements of the JJDP Act. The report reviews impaired cognitive functioning of juveniles in correctional centers. The report also describes briefly other grant programs and activities of the Department of Criminal Justice Services Juvenile Services Section, some of which are overseen by other State advisory committees.
