This annual report for fiscal year 2000-2001 for the Tennessee Department of Correction (TDOC)provides an overview of the various divisions and operations within the TDOC as well as some statistical information concerning facilities and inmates.
Abstract
Section one of the annual report provides a review of the Commissioner's Division of the Tennessee Department of Correction. The responsibilities of the Internal Affairs Office, the Legislative Liaison, the Office of the General Counsel, and the Public Information Office are reviewed. Legislation introduced during 2001 is also reviewed. Section two covers the Deputy Commissioner's Division. It describes compliance with required accreditations, annual inspections, and the internal audit. Operations and statistics on the Food Services Division and the Health Services Division are offered. Similarly, the mental health care services available to inmates are described. Inmates have access to, among other things, mental retardation services, psychiatric in-patient/out-patient care, medication management, and individual and group counseling. The responsibilities of the Planning and Research division, the Program Planning division, and the Tennessee Correction Academy are also reviewed. Section three of the annual report covers the Division of Administrative Services. The mission of the Budget division is discussed as well as relevant statistical information. The department's total operating budget for FY2000/2001 was $486,719,850 and their actual expenditures were $422,152,200, approximately 13.3 percent under budget. The report offers a table of the expenditures by division for fiscal year 2000-2001 as well as tables on the analysis of unit costs for services and an analysis of the total cost per day per inmate. Also reviewed are the missions and responsibilities of the various divisions within the Administrative Services section, which include Central Maintenance, Central Procurement, Contract Administration, Energy Management and Facility Safety Compliance, Engineering Services, Fiscal Services, Judicial Expense and Criminal Cost Accounting, Management Information Services, and Personnel. Section four of this report concerns the Division of Operations. An overview of the responsibilities of each of the eight program areas is provided, which include Community/Sentence Management Services, Community Work Programs, Education, Inmate Grievances/Disciplinary Appeals, Inmate Jobs, Substance Abuse Programs, Security Services, and Volunteer Services. Statistical information is provided for demographics of inmates by facility, facility populations by offenses, institutional programs, community service hours performed, school enrollment, vocational graduates, and inmate employment. The last section provides data and statistics for TDOC's population as of June 30, 2001, admissions into the TDOC system, and releases from the TDOC system.
