The report discusses the high levels of juvenile arrest and delinquency concerns in Corpus Christi and Nueces County, Texas. A comprehensive strategic plan implemented by Youth Opportunities United, Y.O.U., contains reports and recommendations from eight Y.O.U. action planning work groups: resource assessment; data collection and analysis; structured decision making; planning, monitoring and evaluation; legislative/policy/systems work group; youth involvement; and outreach communication and media work group. Upon evaluation, it was determined that not enough data had been available from participating community agencies upon which to produce a comprehensive strategic plan in full. It is suggested that the present plan be taken as a point-in-time document, a framework upon which to build a long-term comprehensive plan for community action.
